POSITION: Fellow, Public Opinion and Global Affairs
DEPARTMENT: Studies
REPORTS TO: Vice President, Studies

SUMMARY
The Fellow will help re-establish The Chicago Council as one of the most authoritative sources on how Americans (and others) view foreign policy. The fellow will leverage the Council’s thirty-six-year record of high-quality public opinion, deepen and broaden partnerships with other organizations, publish and speak regularly on survey research, and develop new sources of financial support for the Council’s survey work.

RESPONSIBILITIES
Responsibilities include, but are not limited to:
· Oversee The Chicago Council’s biennial Public Opinion Survey (POS). The fellow will work closely with the POS team including senior survey experts, commissioned writers, and Chicago Council senior staff. The Fellow will serve as the principle contact with the polling firm and any other professional service firms that the Council may engage, including but not limited to a PR firm. The Fellow will be responsible for managing the project, undertaking all quantitative analysis, and drafting portions of the final report. The fellow will be expected to publish follow-on research (e.g., briefs, short essays, articles, opinion pieces) drawing on POS data.
· Conduct no less than one major survey project, and publish the findings, on years when the Council is not producing its biennial survey.
· Produce mini-survey reports in response to breaking news or relevant political activity.
· Work closely with Chicago Council colleagues and support their research with survey work, as appropriate.
· Contribute commentary to the broadcast, print, and social media in response to news developments.
· Increase The Chicago Council’s visibility by developing new dissemination activities around each survey, attending national and international conferences to discuss Council survey research findings, and publishing widely.
· Establish a significant online presence for the Council’s Public Opinion Survey. This includes establishing a presence in social media, starting and maintaining a blog, and updating the survey’s Web page. This online work will focus on all available survey data relating to global affairs, while also highlighting the Council’s work whenever appropriate.
· Work closely with the Director, Foundation Relations, to identify sources of funding and develop grant requests to support The Chicago Council’s survey work.

QUALIFICATIONS
· Ph.D. in a related field (e.g., statistics, political science, or economics) or seven years of experience in the field of public opinion
· Demonstrated interest in U.S. foreign policy and global affairs
· Superior verbal and written communication skills, including the ability to communicate complex concepts and topics clearly, thoroughly, and succinctly
· Initiative and the ability to work effectively and efficiently in a fast-paced, demanding environment with conflicting and changing priorities
· Ability to effectively use social media to communicate the Council’s offerings

Senior Quantitative Research Scientist
Glevum Associates

 

Glevum, a US government contractor business with operations in Afghanistan and other transitional nations, seeks a Senior Quantitative Research Scientist. In this role the ideal candidate will:

1. Deploy to Afghanistan to fill the position of a Senior Quantitative Research Analyst.


2. Support Glevum clients to fully understand, develop and finalize their information requirements from a sound and ethical survey methodological perspective.
 

3. Based on these IRs, support Glevum senior managers in the development of a comprehensive research collection plan that ensures that all available research methods including surveys, focus groups , depth interviews and Afghan experts are properly and fully utilized.
 

4. Take the lead in the development of culturally and demographically appropriate survey instruments and sample plans.
 

5. With approval of Glevum senior managers task relevant research assets inside and outside of Afghanistan in support of our clients' IRs.
 

6. Task and train indigenous Field Research Teams (FRT) and supervise their activities as appropriate.
 

7. Support RAMT to fully understand and exploit the survey methodology implications and opportunities of qualitative research efforts.
 

8. Supervise coding and data processing and determine the reliability and accuracy of collected research.
 

9. Produce a methods report based on the version provided by the FRT.
 

10. Conduct detailed methodologically sound social science analysis of collected research to determine the implications and trends that the data reveal. The most important task is the rapid production of top line findings.
 

11. Produce and present written reports and briefings on research findings to clients and authorized U.S. entities.
 

12. Operate professionally, maturely and effectively in an environment where work and living arrangements are heavily intertwined.

General Requirements for Senior Quantitative Research Analyst:

• MA in survey methodology or a related field with a strong survey research background or a BA and a minimum of 5 years' academic or commercial experience in survey research.
• Must be able to use, expertly, SPSS including SPSS Syntax and ideally not essentially SAS. Knowledge of geo-coding for opinion mapping a plus.
• Must have experience using basic descriptive and inferential statistics.
• Must be able to convert SPSS files into Excel spreadsheets and develop relevant survey type graphs and charts in PowerPoint, Excel or SPSS.
• Must be U.S. Citizen and have an active Security Clearance or the ability to obtain a Security Clearance.

Senior Research Scientist

Glevum Associates is currently seeking a Senior Research Scientist to join our team in Afghanistan to support a DoD client.

Senior Research Scientist will provide sound quantitative analysis in line with the client requirements, while rigorously enforcing the highest ethical and methodological standards. The ideal candidate will supervise the development of research instruments, analyze collected field data for use in development of Target Audience and interact with the client in developing and finalizing information requirements for quantitative products.

Additionally, this person would manage technical relationships with local research vendors, conduct detailed assessment of all collected data, and provide stakeholders with briefings on research methodology and top line findings.

Qualifications:

 

• Must be able to deploy to Afghanistan.

• Master's degree in Psychology, Sociology, Anthropology, Consumer Research, Statistics, Survey.

• Methodology or advanced media analysis degree with 6-10 years of research or target audience analysis experience.

• OR, a PhD. in same degrees with 1-2 years experience.

• Must have conducted multiple quantitative and qualitative research projects in Afghanistan or other nations undergoing armed conflict or in transition for at least three years, to include surveys, focus groups and in-depth interviews.

• Expertise in consumer research data analysis in SPSS, including weighting, table generation, advanced analysis including regression.

• Expertise in Excel.


Must be a U.S. Citizen and have and active Security Clearance or the ability to obtain a Security Clearance
